The Gunners midfielder is set to leave the club at the end of the season after failing to agree a new contract at the Emirates, with the board only willing to offer around £80,000-a-week, which is 25-per cent less than what he currently gets now.
And that has led to a speculation that a whole host of clubs would like to sign him up on a free, but it seems Liverpool and Juventus are favourites.
But Wise, who saw Chelsea pick up a 2-1 win over Burnley on Thursday night, has urged the Blues to make a swoop and take Wilshere to Stamford Bridge.
He told Sky Sports: “If Chelsea needed a midfield player I would definitely take Jack Wilshere.
“He’s free, he’s 26-years-old and he’s proved he’s come back to full fitness. You see the money they’ve paid for Danny Drinkwater and Tiemoue Bakayoko and I think he’s better than them.

“I’m sure Arsenal fans wouldn’t like me saying this, but he’s for nothing if he’s walking away. Go and have a go at him. Go and take him.
“I can’t see him going to Wolves. I think he’ll get a better club than Wolves.
“At 23, what would you have paid for him? £40m? Would I play him in the Chelsea team now? Yes, I would.
“I’d sit him alongside N’Golo Kante and I’d play him.”
Gunners boss Arsene Wenger has recently claimed that Wilshere will sign a new contract and stay at the Emirates.
But if Chelsea do decide to make a move, and manage to keep Wilshere free, he could be a solid signing for the club.
