Until he is released from that deal he cannot sign for another club, despite already having an agreement with the Blues.
Now the Corriere dello Sport is reporting that the Blues offered €4m to get Sarri, which was immediately rejected by the Partenopei.

Skysport understands this is in part because the Blues will need to pay £17.5m (€20m) in compensation if they decide to part ways with Conte, who lifted the FA this season.
